1. Transparency-

• Online, cashless, and time-bound payment on GeM facilitated through integration with PFMS and State Bank Multi Option System (SBMOPS); extended to payment systems of Railways, Defence, major PSUs, and State Governments

• Minimum human interface in vendor registration, order placement, and payment processing, to a great extent.

• No entry barriers to bonafide suppliers who wish to do business with the Government.

• SMS and e-Mail notifications are sent to both buyers, their head of the organization, paying authorities and sellers.

2. Efficiency-

• Online, end-to-end integrated, and with online tools for assessing price reasonability.

• For higher value procurements, the bidding/Reverse Auction (RA) is an e-procurement facility.

• For creating a bid/RA, standardized technical specifications for ease of buyer.

• The bid/RA can be created in a matter of minutes and finalized within a minimum of 7 days.

• The bid/RA is notified via e-mail and SMS to all the eligible suppliers.

3. Secure & safe-

• GeM is a completely secure platform, and all the documents on GeM are e-Signed at various stages by the buyers and sellers.

• The antecedents of the suppliers are verified online and automatically through MCA21, Aadhar and PAN databases.

• In addition, SEBI-empaneled credit rating agencies are also being used for conducting a third-party assessment of suppliers

• For high-value bids/RA on GeM, an e-Bank Guarantee is also being introduced.

4. Potential-

• On GeM, the filters for selecting goods that are Preferential Market Access (PMA) compliant and those manufactured by Small Scale Industries (SSI) enable the Government buyers to procure Make in India and SSI goods very easily.

5. Savings-

• Substantial reduction in prices on GeM in comparison to the tender, Rate Contract, and direct purchase rates. The average prices on GeM are lower by at least 15-20%, and in some cases, even up to 56%.

• GeM is also doing Demand Aggregation for items that are to be procured by various Central/State Government Departments.

The Gem portal registration process typically takes around 3-5 working days, provided all the required documents are in order.

Non-compliance with the Gem portal registration can result in penalties, fines and even temporary or permanent suspension of the registration. Additionally, it can also lead to disqualification from bidding for government tenders and contracts.

Yes, there are certain exemptions to the Gem portal registration, for example, for small and micro businesses and for certain categories of goods and services. These exemptions are defined under the Public Procurement (Preference to Make in India), Order 2017 and Public Procurement (Preference to Make in India), Order 2017 (Amendment) Order, 2018.

After registering on the Gem portal, suppliers can view and participate in tenders and e-auctions. To submit a bid or quote, suppliers must first download the tender document and then submit their bid or quote online through the portal.
