OVERVIEW

An NSIC certificate enables Micro & Small Enterprises (MSEs) to get registered under the Single Point Registration scheme (SPRS) for participation in Government Purchases and credit rating schemes for small industries. However, under the current rules, traders are not eligible for registration under this Scheme.

BENEFITS OF NSIC REGISTRATION

Cost-Reduction

Registrants are allotted Tenders without any cost.

Exemption

Registered entities are exempted from payment of Earnest Money Deposit (EMD).

Relaxation

In tender, participating MSEs, quoting price within the price band of L1+15 percent, are allowed to supply a portion up to 25% of the requirement by bringing down their price to L1 Price, where L1 is non-MSEs.

Assistance

Assistance in Marketing, Technology, Finance and other consulting facilities are provided to registrants for Tender Marketing.

WHO CAN REGISTER FOR NSIC

• All Micro & Small Enterprises having EM Part-II (Optional)/ Udyog Aadhaar Memorandum (UAM) /Udyam Registration are eligible for registration with NSIC under its Single Point Registration Scheme (SPRS).

• Micro & Small Enterprises who have already commenced their commercial production but have not completed one year of existence. The Provisional Registration Certificate can be issued to such Micro & Small Enterprises under the Single Point Registration scheme with a monitory limit of Rs. 5.00 Lacs Where the MSE is having more than one factory located in the same state or outside the state, all the factories shall be registered at one branch and the application as such shall be considered at one branch only.

MANDATORY ELIGIBILITY CRITERIA

• For Micro-Enterprises, investment in Plant & machinery must be up to INR 25 lakhs. For Micro Enterprises in service sector, this limit is up to INR 10 Lakhs only

• For Small Enterprises, investment in Plant & machinery must be up to INR 5 Crore. For Small Enterprises in service sector, this limit is up to INR 2 crores

• Applicant must be in possession of a MSME Certificate.

• Applicant must have completed one year of business commencement.

It is to noted that as per Single Point Registration scheme, Provisional Registration Certificate shall be issued to the MSEs that is yet to complete one year of business commencement.

VALIDITY OF REGISTRATION

The validity of the SPRS Certificate is of 2 years from the date of registration and thereafter renewed after every two years.

RENEWAL & AMENDMENT

1. Renewal of Registration

• MSEs Units having no change from the previously issued Certificate can apply for renewal online.

• MSE unit can apply for renewal 6 months before the expiry of the certificate. In this case, units get a discount of 50% on the renewal fee

2. Amendments allowed

• Change in Name of the Company or Change in Office Address

• Change in Factory Address of the Company

• Change in Partners

• Change in Directors

• Amendment in Monetary Limit

• Inclusion of Additional Items (Stores)

• Change in Category (SC/ST and General)

Renewal & amendment when both are applied together would attract only Renewal fee.

• Declaration of entry been made in MSME data bank

• Ownership proof of raw materials, plant/machinery, equipment and tools

• Performance statement, as per application’s Performa ‘annexure-f’

• Ownership documents of the business location self-attested

• Sales deed

• Certificate from the directors, proprietor and partner whether they have any link with large scale unit(s)
