In essence, the BIS certification program is voluntary. However, the Indian Government has directed that certain listed products must mandatorily comply with Indian standards concerning public interest, the safety of people, animals, or plants, environmental protection, preventing unfair trade practices, and national security.

1. BIS-Registration (CRS) With Factory Inspection (ISI) (Scheme I, ISI Mark Scheme)
In line with ISI Mark Scheme I, products falling under this category must adhere to the Foreign Manufacturers Certification Scheme (FMCS) standards and bear the ISI emblem, commonly known as the "BIS Standard Mark" or "ISI Mark."
2. BIS-Registration (CRS) Without Factory Inspection (Scheme II)
According to the rules outlined by the Ministry of Electronics and Information Technology (MEITY), foreign goods intended to be sold in the Indian market may also get BIS registration (CRS) without undergoing factory inspection (Scheme II). The BIS-CRS registration primarily applies to goods in the IT, electronics, and lighting categories but also to a growing number of goods.
The BIS registration is renewal-only and is valid for a period of two years. For this reason, the authority requests a few documents and the specified costs. The BIS certification cannot be renewed without on-site or laboratory testing.
The manufacturers can renew their BIS certification if there hasn't been a relevant change to the products or the required standards. The renewed BIS certificate will be valid for a minimum of one year and a maximum of five years. An annual advance minimum licensing fee is required for renewing the BIS certificate. However, Rs. 5000 late charges must be paid if the BIS certification renewal application is submitted after the certificate's expiration date.
