The Legal Metrology Registration Act, which came into effect on April 1st 2011, was enacted with the goals of establishing and enforcing standards for weights and measures, regulating trade and commerce in weights, measures, and other goods that are sold or distributed by weight, measure, or a number, as well as for matters related to or incidental to those goals.
Legal Metrology Standards in India are defined and put into practise by the Ministry of Consumer Affairs under the Ministry of Consumer Affairs, Food & Public Distribution, and Government of India.
According to the Legal Metrology Act, any market participant engaged in the listed line of business related to commodities by any such weight or measure, whether in cash or for credit payment or commission, reward, or other valuable consideration.
The process for registration is outlined in Rule 15 of the Legal Metrology (General) Rules, 2011. The Twelfth Schedule of the aforementioned Rules details the fee structure that must be paid, while the Tenth Schedule covers the application format.
1. Application for the underlying registration shall be made along with a fee of Rs. 10/ - in favour of "Pay and Accounts official" D/o Consumer Affairs, New Delhi.
2. General Rules under the LMPC Act define the list of items for weight OR measure, and registration shall be done only for those items.
3. In case of an incomplete application, the Controller of Legal Metrology shall return the same within seven days of receiving the application.
4. If the application is complete in every respect, then the Controller shall grant the LMPC certificate to the applicant within ten days of receiving the application.
As per act, market participants can get registered under the category of
1. Manufacturer/Packer
2. Importer
For products that fall under the category of weight & measurement, a market participant needs to take 5 stage registrations from the LM department -
i. Model Approval
ii. Packaged Commodity Registration
iii. Import License
iv. Dealership License
v. Stamping of products
Individuals are not permitted to manufacture, repair, sell, or offer to sell or repair any weights or measures unless they possess a current LMPC Certificate that the authority in that jurisdiction has issued. With the exception that a manufacturer won't need a legal metrology licence to fix his weights or measures in a state other than the one where they were made.
1. Failure to register- A fine of Rs. 4000 will be levied for failure to register with the State Controller of Legal Metrology or the Director of Legal Metrology.
2. Improper standard units use - Depending on the circumstance, a fine of Rs 2000 or Rs 4000 would be applied if the standard units were not utilized for the declaration.
3. Non-declaration- the penalty may be increased to Rs. 50,000 (first time) and extended to Rs. 100,000 (second time) or imprisonment or both for subsequent offences.
4. Other offences- Additional penalties listed under the act.

The registration under the Legal Metrology Act needs to be renewed every five years.
Packaged goods must be accurately labeled with information such as the name and address of the manufacturer, net weight or volume, and the month and year of manufacture or packaging. Additionally, the package should have a unique identification number (UIN) and MRP (Maximum Retail Price)
The Legal Metrology Act covers a wide range of measuring instruments, including packaged goods, weighing and measuring instruments, and other devices used in trade and commerce. This includes things like weighing scales, gas pumps, and even some types of mobile apps and digital platforms.
