The Ministry of Environment & Forests & Climate Change oversees and regulates the Delhi Pollution Control Committee (DPCC) in charge of issuing the permit, i.e., the DPCC licence. The DPCC license is a no-objection certificate that the government issues after it finds that the proposed or existing business model complies with the environmental sustainability and preservation guidelines.
Business owners are required by law to get the "No objection" Certificate from the Board before making any modifications to their company's operations, development, capacity, production process, or establishment of new industries.
DPCC has classified traders, manufacturers, waste management businesses, healthcare establishments etc. into 4 broad categories as:
1. White Category-
• Such industries produce no pollution, with a pollution index ranging from 0 to 20 (CTO).
• As a result, they are exempted from obtaining Consent to Establish (CTE) and Consent to Operate (CTO).
• It is only required to inform Delhi Pollution Control Committee (DPCC) within 30 days of establishing business with an undertaking.
2. Green Category-
• Green Category Industries have a pollution index range between 21-40
3. Orange Category -
• Orange Category Industries cover a pollution index from 41 to 59.
Under the Air & Water Act, the industries categorized under the Green and Orange categories must obtain Consent to Establish (CTE) and Consent to Operate (CTO).
4. Red Category -
• Such excessively polluting industries have a pollution index above 60.
• These are engaged in businesses like perilous chemicals, automobiles, mining etc.
• They dump hazardous and noxious materials like electronic waste, Bio-medical waste.
• Hence these are not allowed to work in an environmentally delicate or under-ensured territory, especially in Delhi jurisdiction.
• The red category is further classified into to ‘H(a)’ and ‘H(b)’ categories.
1. Consent To Establish (CTE) – Up to one year for building up the unit, which is allowed in Delhi.
2. Consent To Operate (CTO) – Up to10 years to Green category industries.
3. Consent To Work (CTW) – Up to 5 years to Orange category industries.
1. Aids in the establishment of any new or current industry
2. To obtain new or modifications to water connection and electrical connections
3. To obtain new or renew existing license from the municipal authority
4. To obtain new or renewing existing from the police or eating house license
5. To obtain the Central Ground Water Authority's NOC (CGWA)
6. To obtain the Fire Department's NOC

Consent to Operate and Consent to Establish under
• The Red/Orange category shall be issued for a maximum of five years,
• The green category will be issued for a maximum of ten years.
White category Industries are exempted from obtaining CTO and CTE.
It is subject to renewal once a period has ended. Any commercial entity that changes its operations, expands, etc., must request a new CTO from the Delhi Pollution Control Committee.
Air Consent/NOC
• Technical specifications of air pollution control arrangements

Water Consent/NOC

Technical report on effluent treatment plant (ETP) and sewage treatment plant (STP).

• Waste water treatment analysis reports (in case of renewal/expansion)
• Water consent conditions compliance report.
• Water Cess returns (if applicable).
Hazardous Waste
• Details of SLF/incinerator (if applicable)
• List of hazardous waste generated
• Authorizations conditions compliance (in case of renewal / expansion)
Mandatory Document-
