As per Rule 13 (1) (i), (ii) & (vi) of E-Waste (Management) Rules, 2016, CPCB has the mandate to grant, renew, or refuse EPR-Authorization to Producers of the Electrical & Electronic Equipment (EEE) listed in schedule - I of the said Rules.

The E wastes should be recycled in order to obtain a technological waste management license. It includes proper disposal of the following:

6. Personal computers
7. Washing machine
8. Other products that have electrical circuit in them.
According to the E-Waste Rules, the CPCB must provide EPR-Authorization within 120 days of receiving complete applications.
If an application is incomplete, the CPCB may verify it and respond with a checklist within 25 days. The authorized official at CPCB will issue a letter and a checklist of deficiencies. , the checklist will also be published on the CPCB website.
Cancellation of EPR- Authorization
According to rule 13 (1) (ix) of the rules, the CPCB may revoke or suspend a Producer's EPR authorization if they failed to abide by any of the authorization's terms or any rules established by the E (P) Act of 1986 or the E-Waste (Management) Rules of 2016 during the authorization's validity period.
During random checks by the CPCB or based on verification by SPCBs, if any producer is discovered to violate the authorization clause, the CPCB may issue a notification within 25 days.
Before the CPCB decides whether to terminate or suspend the EPR authorization, the Producer will have the chance to be heard within a month of the date of the notice being issued.
After the hearing, the decision about cancellation or suspension of the authorization will be communicated within ten days. The final authority for making decisions about cancellation or suspension will be the Chairman CPCB.
