Under the Private Security Agencies Regulation Act 2005, a private security agency must obtain a license from the State Controlling Authority Concerned before starting its operations. The law stipulates severe penalties for non-compliance. This law was passed to ensure that private security agencies operate within the bounds of the law and are answerable to a regulatory body.

1: Director/Principal Officer
• Individual must be an Indian national
• An individual should not be minor as far as age is concerned.
• Individual must have ample financial resources to cater to business expenses.
• Individual must have crime-free track records.
2: Security Guard
• The person should be an Indian national.
• The person should not be a minor and neither over 65 years of age.
• The person ought to behave adequate training
• The person must have a seamless service track record without any termination
• The person should match the desired physical attributes.
• The person must secure character certificate from a previous firm
1. Grant of License:
Generally, it may take up to 90-120 days from the date of filing the PSARA application. An application for a License can be made for a district, or five districts or a state. The application process is different for each state.
2. Validity of License:
The PSARA License remains valid for five years from the date of issuance of the license. However, in Uttrakhand, Madhya Pradesh, and Chhattisgarh, the validity of this license is one year.
3. Renewal of License:
The application for renewal of the PSARA license must be filed 45 days prior to the license expiry. Once the license expires, a fresh application would be required.
As per Section 13 of the PSARA 2005, the grounds for the cancellation of the license are as follows:
1. The license was obtained through the misrepresentation, impersonation, false documents or omission of important facts
2. The license holder has either violated PSARA 2005's rules or the terms under which the license was granted;
3. The license holder has mishandled the information obtained while providing security services;
4. After receiving a license and operating for a year, the concerned Agency has failed to perform its duties;
5. The license holder failed to perform the services that were agreed to by another person;
6. License Holder violated a court order by acting in violation of it or by helping another person violate it;
7. License holder poses a threat to national security.
